About
Holly Reuter is CATF’s Climate and Clean Energy Policy Implementation Director. Holly leads engagement with executive agencies on the implementation of federal law, policy, and funding. She also supports CATF programs to advance clean energy priorities within federal programs. Holly has over a decade of experience implementing energy and environmental law and policy.
Prior to her work at CATF, Holly worked as a manager and senior consultant at The Clark Group. In her role, Holly led the development and implementation of federal regulations, stakeholder engagement processes, and communication materials. She supported agency program evaluations and integrated environmental information into agency decision-making and strategic planning decisions. Holly was previously a law clerk at the Council on Environmental Quality. She has a law degree from the University of Houston Law Center.
