The storage gap: Is Europe developing enough CO2 storage capacity to meet demand?

In 2022, Clean Air Task Force (CATF) highlighted a looming shortage of CO2 storage capacity in Europe, based on the disparity between planned CO2 storage projects and capture projects being developed by industrial emitters. Since then, the number of carbon capture and storage (CCS) projects in CATF’s online project tracker has more than doubled and – in response to the risks of a storage shortfall – the European Commission has set a binding obligation on oil and gas producers to deliver 50 million tonnes of annual CO2 injection capacity by 2030.

This updated paper examines how the CO2 storage gap has been affected by these changes in political momentum and industry ambition.
