About

Jess Wymer is CATF’s Senior Implementation Policy Manager within our U.S. Advocacy team. Jess works across all CATF programs to advocate for and execute CATF’s implementation priorities in the U.S. Her work is focused on federal climate policy implementation – a new and emerging field in climate policy, and empowering federal, state, and local government stakeholders to advance carbon-free energy goals by effectively leveraging federal resources.

Prior to joining CATF, Jess was an associate at an environmental policy consulting firm where she supported the implementation of new policies and programs at federal, state, and local government agencies. Her work included federal environmental planning and compliance, stakeholder and public engagement, agency program evaluations, supporting state, local, and Tribal grant applicants, and the development of tools, trainings, and communication materials to inform environmental initiatives. Her experience also includes the development of recommendations reports to state governments on how to allocate new federal funding resources and to local government on policy approaches to address GHG emissions through utility regulation.

Jess has a master’s degree in Environmental Law and Policy from Vermont Law School and a B.S. in Environmental Studies from the University of Vermont. While working on her B.S., she served as administrative and constituent support staff for the governor of Vermont and was a carbon market feasibility researcher at the Vermont State House.
