Clean Air Task Force (CATF) is a nonprofit organization working to safeguard against the worst impacts of climate change by catalyzing the rapid global development and deployment of low-carbon energy and other climate-protecting technologies. This is accomplished through research and analysis, public advocacy leadership, and partnership with the private sector. CATF is highly respected for its deep expertise and research on energy and industrial systems and potential strategies, technologies, and policies that can radically shrink their impact on the planet’s atmosphere. Our team of experts and advocates (and global network of subject matter experts and civil society partners) put this research and knowledge into action by designing and enacting public policies that drive toward zero emissions. We also support policies and work directly with private industry to innovate in technology to make the path to zero emissions swift and affordable. CATF has offices in Boston, Washington D.C., and Brussels, with staff working virtually around the world.
ROLE
The Europe Transportation Decarbonization Manager will identify and pursue opportunities for CATF’s Transportation Decarbonization Program to eliminate transportation sector emissions, through targeted advocacy in the EU and other select jurisdictions (e.g., a Europe-based UN institution or a key European state). The Europe Transportation Decarbonization Manager will work closely with CATF staff and other stakeholders to shape European transportation policy in ways that promote performance-based greenhouse gas reduction strategies in critical transportation sectors, in particular heavy transport sectors. The Transportation Decarbonization Manager will also be an integral member of the EU staff working to support inter-program collaboration and organizational effectiveness.
Key Functions and Responsibilities:
Track, identify, and pursue advocacy opportunities
- Track transportation policy developments and trends, with a primary focus on EU-level policy developments (and other Europe-based jurisdictions, as appropriate), identify gaps in the existing policy environment, and develop evidence-based policy recommendations to address gaps
- Identify near-term opportunities for targeted, evidence-based advocacy that can be pursued using existing CATF expertise and capacity
- Identify mid- and longer-term opportunities for future evidence-based advocacy that leverage CATF’s core competencies, by helping to design, fund, and conduct relevant technical analyses
Build and strengthen CATF’s advocacy network
- Expand and enhance CATF’s stakeholder engagement capacity in Europe
- Identify key potential transportation policy partners among Europe-based policymakers, industry, and nongovernmental organizations
Advocacy strategy development and implementation
- Develop policy recommendations and positions informed by bespoke and existing analysis
- Identify opportunities that can leverage CATF’s targeted and evidence-based advocacy to advance transportation policy solutions
- Work with the Senior Transportation Technology Manager and other staff in CATF’s Transportation Decarbonization and Europe Advocacy teams, as well as external consultants to develop and execute research projects that create or enhance CATF advocacy objectives
- Help design campaigns to assemble/cultivate a network of transportation stakeholders in Europe that CATF can partner with to advance shared policy objectives
Skills/Qualifications:
- Advanced degree in engineering, energy policy, environmental science, law, or a related field preferred
- Proven track record in policy advocacy, preferably with experience in aviation, marine or other transportation or fuel policy or technology
- Excellent team building and engagement skills
- Experience in fundraising and grant management
- Exceptional communication and public speaking skills, with the ability to engage with a wide range of audiences, including policymakers, industry leaders, and the media
- Fluency in English; knowledge of other European languages is a plus
- Passion for CATF’s mission
Compensation and Location:
This is a full-time, remote position, with the preferred location in Brussels. CATF offers an excellent benefits package and a competitive salary, depending on experience.
