In 2004, Abt Associates issued a study commissioned by the Clean Air Task Force and Clear the Air quantifying the deaths and other health affects attributable to the fine particles from power plants. The study tracked the methodology approved by EPA's Science Advisory Board and used by EPA in a variety of regulatory applications. The methodology has also been reviewed and approved by the National Academy of Sciences. The Abt Associates report, "Power Plant Emissions: Particulate Matter Health Damages and the Benefits of Alternative Emission Reduction Scenarios" formed the basis of a report released in June 2004 by CATF and Clear the Air entitled: "Dirty Air, Dirty Power: Mortality and Health Damage Due to Air Pollution from Power Plants". The report found that nearly 24,000 deaths each year are attributable to fine particle pollution from U.S. power plants.
